So this is the question: Can eye exercises actually enrich your vision? If so, by how much? And if not, what does it actually do? Is there any way to improve eyesight without Lasik eye surgery?

This treatment is typically offered at optometrist's office that specialize in contact lenses, specifically RGP (rigid gas permeable) contact lenses.
I would suggest a rendezvous at an optometrist's office to see what your options are for vision correction. Yes, they do work. But, please note that it won’t dramatically. Yes, you can get glasses or contact lenses to enhance your vision (only when you are wearing them).
