Outlook Express is the default email client in Windows. From Win Vista onwards it has been renamed as Windows Mail.

In case, if the issue still persists then there could be a possibility that the pop3uidl.dbx file which keeps a log of the emails might have become corrupt. In such a scenario, one needs to search for the file, rename it to pop3uidl.xxx and restart the pc. This would fix the issue.
In case of the other errors like 0x800CCC1A - Unable to connect using SSL it is easily understandable that the issue is with the SSL connection. Removing the SSL settings under account settings would fix the issue.

1. The most common cause for this is incorrect username and password details
2. If they are not wrong, try setting up another identity with the same details. Sometimes accounts become corrupted. Creating a new copy of your email account can fix the problem
