The Commonwealth of Massachusetts has a strong will in analysis of the challenges facing communications policymakers. The importance of Massachusetts telecommunication services is big enough, in comparison with various other states or the nation as a whole. The economy is based on information-demanding industries such as medical care, technology, financial services and education. As the telecommunications industry go through a fundamental and welcome change from monopoly to competitive markets, the challenge of communications policymaking is to energize the execution of latest infrastructure for the advantage of all citizens as control of pricing shifts from government to the competitive marketplace.

These four industries primarily conduct businesses in information-products that do not need transportation, but surely need superior and reliable telecommunications networks. Success in each of the industries rely upon the analysis, creation and distribution of knowledge and this method is becoming increasingly dependent on superior telecommunication networks, capable of transmitting huge amounts of data.

The teacher ability on academic interest along with other aspects such as financial and medical reports depends on tele-communications. So also, developing new projects at different locations depend on such facility. If Massachusetts telecommunication services are not superior or comparable to networks in other states and countries, the competitive benefits will be at risk for these four primary industries.
